Hage Ami Tiara crowned Miss Little Princes Ziro

ZIRO: Mar 14: Hage Ami Tiara was crowned ‘Miss Little Princes Ziro 2015’ among the five finalist in the recently concluded beauty contest organized by Liagi-Tage Production a Ziro based NGO.

Gyati Twinkle was adjudged as first runners up and Mihin Ampi the second runners up.

Hibu Ripyu and Padu Karpi were chosen as Miss Cute Smile and Miss Beautiful Hair respectively.

Best Catwalk title went to Gyati Twinkle while Hage Ami Tiara won the Miss Talent title.

Best Designer award went to Hage Kanya (Gyati) while the Best Mom title went to Yabiang Anku (Padi). The show was choreographed by Millo Mamung.

Lower Subansiri superintendent of police Tumme Amo attended the occasion as chief guest.

 

Nocte Chief dies

KHONSA, Mar 14: The chief of Namsang village Khamwang Lowangdong died aged 60 on March 13 after a brief illness.

He is survived by two wives and three children.

He was son of former chief of Namsang village Dangwang Wang, who was one of the founder members of the Namsang-Borduria Trust Fund. His father was instrumental in donating land for the establishment of the famous Ramakrishna Mission School at Narottam Nagar.

Late Khamwang Lowangdong did his education from the prestigious Mayo College, Ajmer, Rajasthan.

His last rites will be performed on 16th March with full traditional rituals.

Meanwhile, Chief of Borduria and Minister for WCD, DoTCL etc Wanglin Lowangdong and Deomali MLA Wangki Lowang have condoled the untimely demise of Khamwang Lowangdong.

The people from all the Nocte areas thronged Namsang village to pay their last respect to the departed chief. DIPRO

 

Financial literature counselling camp held

SEPPA, Mar 14: The North East Development Welfare Society (NEDWS) in collaboration with A P State Co-operative Apex Bank, Seppa, branch conducted a financial literature counselling camp at Govt. Hr. School, Pampoli yesterday. Farmers SHG and PRI members attended the programme.

APSCABL Branch Manager C Mara while explaining the objectives of the counselling camp said that the programme was a part of financial inclusion for banking facilities extended to rural and unbanked areas. He also explained on how to avail bank facilities through self help group, farmers club etc on various Govt. sponsored schemes of agriculture & its allied departments.  He urged the people to open accounts in the banks through various central & state Govt. schemes and also adopt saving habits.

Chairman, NEDWS T. Boje informed that Pradhan Mantri Jan Dhan Yojna bank account shall be opened through their NGO in the bank. He advised the people to take up agriculture & its allied activities in a big way to improve the rural economy. He also called upon the concerned department to assist them in marketing of the produces and  advised the farmers to avail Kishan credit card. Among others, Joint Secretary NEDWS Dema Techi Tare, ASM also spoke on the occasion.

 

Lok Adalat held

ITANAGAR, Mar 14: The Arunachal Pradesh State Legal Services Authority (APSLSA) today organized a monthly Lok Adalat in the courts of District and Session judge and chief judicial magistrate, Yupia.

During the Lok Adalat, the chief judicial magistrate recorded a disposal of 4 cases out of the total 50 cases fixed with an award of Rs 2,30,000.  The court of district and session judge also disposed a total of 6 cases, out of the 57 MACT cases.  The counsels of Govt departments, Oriental Insurance Co Naharlagun and claimants turned up during the Lok Adalat.

 

Nair appointed NEFTU chancellor

ITANAGAR, Mar 14: Dileep K Nair has been appointed as the first chancellor of North East Frontier Technical University (NEFTU) at Aalo in West Siang district.

State Governor Lt Gen (Retd) Nirbhay Sharma has approved Nair's appointment as the chancellor of the private varsity on March 6 last.

NEFTU, the first technical university in the state, would start its academic session from May next.

“The university under 2f of the UGC Act 1956, sponsored by Automobile Society of India, New Delhi will provide free education to 30 per cent girl students,” Nair said over phone today.

The varsity would target students from the entire Siang belt initially as hostel facilities would be available only after two years, 37-year-old Nayar, a bachelor in Social Law said. There is no technical institution in the state to offer higher studies after diploma.

The North East Regional Institute of Science and Technology (NERIST), a deemed varsity in the state, offers 10 per cent reservation to Arunachalees, while the National Institute of Technology (NIT) in the state capital has no specific reservation, he said. PTI

 

Relief materials distributed to fire victims

KHONSA, Mar 14: Chakat Aboh wife of MLA-cum- Chairman DoTCL Tirong Aboh distributed relief items to the fire victims at Lazu village today.

While interacting with the fire victims, Chakat Aboh conveyed the message of MLA-Tirong Aboh that 50 CGI sheets to each family of fire accident will be provided on priority.

It is pertinent to mention here that MLA-cum-Chairman DoTCL Tirong Aboh had earlier distributed 50 CGI sheets each to the fire victims of Moktowa village.

A devastating fire gutted four dwelling houses at Lazu village on March 7 this year and 8 houses at Moktowa village on December 14 last year.

Training on designing of  images of deities held

ITANAGAR, Mar 14: Adi-Galo Indigenous Cultural and Training Forum (AGICTF) organized a training programme on designing of numerous images of deities and spirits at Mopin-Solung Ground Itanagar today.

Training on Dirsi chenam, Rilum monam, Jonyo/rimi hinam, Nyopsi, Rayo, Bugi, Tajir, Yapom Nakko, Dumpi, Gojir, Golem were imparted to the trainees on the occasion.

 

Legal awareness prog held at Jaipur

ITANAGAR, Mar 14: A one day legal awareness program on the topic “Access to justice for all” was held at Jaipur village under Namsai district organized by Para Legal Volunteer (PLV) under Arunachal Pradesh State Legal Service Authority (APSLSA).

Addressing the gathering, resource person Chow Washina Manchey dwelt on the issue of human trafficking and urged the PRI leaders to be more vigilant on the matter. He advised parents and guardians to collect detailed information of the person(s) before they handed their children over to them for any job and education purposes. He also advised them to inform the nearest police station on any doubtful person(s).

Another resource person Abdul Ansari highlighting on Right To Education Act appealed to the PRI leaders to keep strict vigil on every scheme and project of government, especially RTE Act, for their proper implementation.

Para Legal Volunteer J Tayeng briefed the gathering on the schemes under by APSLSA along with Arunachal Pradesh Victim Compensation Scheme and importance and benefits of Lok Adalat.

 

Mushroom cultivation training

PASIGHAT, Mar 14: College of Horticulture and Forestry, Pasighat under its extension activities conducted mushroom cultivation training for village women at Ayang village, East Siang district today.

Dr P Raja, Assistant Professor of the College demonstrated the technology of oyster mushroom cultivation and post harvest management. He also explained the importance of mushroom, which are low in calories and high in vitamin D.

Over 40 rural women attended the training.

BSNL seeks cooperation for better service after assessment tour

ITANAGAR, Mar 14: With the objective to assess the challenges faced in providing hassle free BSNL service including media connectivity facilities across the state, the top BSNL officials of the Northeast   conducted an eight days Arunachal assessment tour which concluded on 12th March.

The  BSNL team including D P Singh, CGM, NE-I Circle, Shillong, T Durga Prasad, CGM, NE-II Circle, Dimapur,  Arung Siram, DGM, Itanagar, Mara Kocho, SE(E), Shillong and Tungri Effa, Member, Telecom Advisory Committee (TAC) covered eight districts, namely, Changlang, Namsai, Lohit, Lower Dibang Valley, East Siang, West Siang, Upper Subansiri and Lower Subansiri during the tour. The team visited important places like Nampong, Jairampur, Bordumsa, Namsai, Chowkham, Tezu, Roing, Pasighat, Basar, Aalo, Daporijo and Ziro to assess the ground reality of telecom services, to understand the inter-district media connectivity issues and to plan for further improvement.

After whirlwind tour, the team called on  Home and Power Minister Tanga Byaling  and  briefed him  about the possibilities of  132KV tower and 33/11KV poles of Power Department  for laying BSNL optical fibre cable  so that an alternate connectivity  can be established between DHQ’s to provide stable telecom connectivity in Arunachal Pradesh.

During the meeting Power Secretary Kaling Tayeng and Chief Engineer Transmission and Monitoring Anung Perme were also present, a release said. The BSNL top officials also pointed out the possibilities of establishment of Solar Power Plant for telecom establishment in remote areas through APEDA or other departments.

 Byaling assured to extend full support for the proposal for improvement of telecom services in the remote and rural areas, the BSNL claimed.

The telecom giant also pointed out  that  mobile service are affected due to frequent link failure as the optical fibre cables are getting damaged during road expansion works, landslide and flood during rainy season and other developmental activities in the state. In a press statement, BSNL stated that the telecom services are also affected due to poor electricity supply and non-availability of diesel in rural areas.  In such a situation, additional arrangement needs to be made till the existing system improves, it opined. It also informed that microwave connectivity, optical fibre cable on 132KV power lines and solar power are being explored.  

Arunachal Pradesh is geographically very vast and maintaining stable telecom connectivity is a great challenge and BSNL is committed to improve telecom services with the support of state Govt and various other ministries, BSNL added.

 

 

Illegal IMFL, gambling item seized

YUPIA, Mar 14: The Doimukh administration and police seized huge quantities of illegal IMFL, two quintals (approx) of fermented material used for production of local beer (apo) and one gambling materials (dice) were seized from various shops and a hut in Doimukh market yesterday.

The illegal liquors, which were meant for selling in open market, were seized during an unannounced checking drive conducted by a team led by Ibom Tao, SDO, Doimukh, M Pertin, CO cum Chairperson and members of Board for Prevention of Illegal Marketing of IMFL & Narcotics (BPIMIN), Doimukh and Doimukh police.  The seized items, including 100 bottled and 30 canned beers, 65 bottles of whiskey were destroyed in presence of M Pertin, CO cum Executive Magistrate, police personnel and general public.

An amount of Rs 20,000 was realized from shops as fine for running shops without trading licences. Few doubtful trading licences were also seized during the checking for cross examination and authentication. DIPRO

 

 

Rally denounces hate campaign, call for religious co-existence

ITANAGAR, Mar 14: Responding to the clarion call of the All India Catholic Union (AICU), the Arunachal Pradesh Catholic Association (APCA) and Arunachal Christian Forum (ACF) and all Christian denominations organized a peaceful rally here today to register protest against the  alleged hate campaign against Christian community and attack on places of worship in various places including the  National Capital New Delhi. The rally sent a strong message to strengthen secularism in the country and also highlighted the series of atrocities and hate-campaigns that has been allegedly unleashed against Christians.

Speaking at the occasion, Tok Butum, All India Catholic Union Secretary for North East observed that the present Central Government is failing to promote peaceful inter-religious coexistence in the  country. ‘I strongly oppose such ideology and all such groups that either are involved or support the groups that inflict disharmony, hatred and conflict among Indians,’ he said. Toko Teki, Secretary ACF also condemned the recent attacks on Churches at New Delhi. He further condemned the disrespect allegedly shown to Mother Teresa by Mohan Bhagwat, RSS chief.  The Christians shall be united  in future too to protest such unwanted activities, he said.

Likha Ama, President of National United Christian Forum and also Chairman of Evangelical Fellowship of India, while offering the concluding prayers, stressed on the need of encouraging the good deeds and activities of Christians by awarding them with rewards, honors instead of nagging persecutions by the central Govt. Denouncing the remarks made defaming the image of Mother Teresa, he said slogan “Achche Din” is also for us and not only for some vested interested section of people.

“India is a peace-loving country where people belonging to various faiths and cultures live peacefully.  We should not allow individuals and organizations with vested interests to fool the nation with empty promises and hate campaigns”, said Taw Tebin President APCA while thanking all participants  in the rally.

Pekhi Nabum, Secretary General APCA also spoke on the occasion. He strongly denounced and condemned  the reported destruction of  Churches in National capital region.

 

 

Consumer awareness campaign held at Pasighat

PASIGHAT, Mar 14: The Department of Legal Metrology & CA, East Siang district organized a day-long awareness campaign on consumer protection here today at the auditorium hall of VTI, Pasighat. To make the campaign more effective and easy understanding of the participants, Legal Metrology team explained on various consumer products through demonstrations which includes product standardize and certification marks, tips on food adulteration, use of non-standard weights or units, manipulation in use of weighing instruments etc. After completion of demonstration, a quiz competition was conducted in which 11 participants received the prizes. More than hundred participants including trainees, staff of VTI and their family members took part in the programme.

Briefing the objective of the campaign, KP Tago, Assistant Controller LM & CA) said that awareness level of people of Arunachal as the consumer is very low. Citing an example, he said that though CGI sheet is procured from manufacturer in mass (kg), the same is being sold in the state including capital complex in the expression of bundle which is confusing and not an accepted unit. Of course in some parts of the eastern part of state, the same is sold in correct expression. As such, the sale price of the CGI sheet is determined in number or per sheet rather than in kg. In such practice, there is every possibility of short or excess delivery. In the backdrop of this scenario, department of legal metrology in the state for last many years is trying its best to educate people but the changes is negligible, he added.

Mito Nyodu, Deputy Director VTI, Pasighat while appreciating importance of the campaign said that they have learned many new things which would help them in future especially in buying day to day requirement. He also desired that similar awareness campaign is conducted from time to time at their institution.

Lupha Sikhet, Inspector Legal Metrology & CA who is the in-charge of product demonstration suggested participants to develop a habit of checking the label to ascertain price, quality and safety of the products.

Earlier on March 11 last, the team also conducted a similar awareness campaign at GTC, Pasighat where more than hundred participants including trainees, staff and their family members participated. O. Tamuk, Principal GTC had extended whole hearted support for successful conduct of the campaign. P. K. Gogoi, Instructor, who monitored the arrangement, appreciated the department for conducting the campaign in their institution. DFP’s “save the girl child” campaign concludes

TEZU, Mar 14: The Directorate of Field Publicity (DFP), Tezu unit concluded its series of special awareness campaign “Beti Bachao Beti Padhao” (“Save the girl child, educate the girl child”) at Meka village yesterday.

Addressing the gathering on the occasion, General Secretary of Adi Bane Kebang (Women Wing) Oseng Apung Yirang stressed on the importance of educating girl child and its positive impact in the society.

Expressing concern over declining female-male ratio in the state, she strongly appealed to the Panchayat leaders, villagers, youth and educated people of the society to take the matter seriously and work to arrest the declining sex ratio.

Mihir Kumar Jha, unit in-charge, DFP Tezu unit also spoke during the programme and said that people should take responsibility to improve sex ratio and their education.

Quiz Competitions about Beti Bachao Beti Padhao was also organized during the campaign and winners were given prizes.

Gaon Burhas, Gaon Burhi and Anchal Samity Member were present in the programme.

 

 

Training prog on Home stay for women groups

ITANAGAR, Mar 14: In an initiative to motivate women groups for opening up Home stays catering for the visitors during the Arunachal Spring Festival 2015, a training programme was conducted by the department of Tourism, GoAP at the festival venue Pasighat.

During the  training, many enthusiastic women have expressed their interest to offer their home for staying of the visitors during the festival.

Resource person Yomjum Yomgam has enlightened the women group on operation of Home stays and how it can be benefitted economically particularly to the women section.

Bengia Manna Sonam (ADT) supported by Tater Mize, DTO Ziro, has tried to convince the participants in the line of successful operation of  Home stays at Sikkim and its economic benefits leading to financial soundness and independence of women.

The training programme was materialized with the support of the team of officials stationed at Pasighat to oversee the preparedness of Arunachal Spring Festival scheduled to be held during March 17 to 19 March 2015.

 

 

Mission Administration at door step’ a huge success in Tilangkyong

ITANAGAR, Mar 14: Hundreds of villagers from Kathan, Topon,  Tillai, Manthi and Thowong visited the office of the Deputy Commissioner, Lohit as they learnt about the Mission Administration at doorstep being organized in their area at Tilangkyong.

One could see innumerable villagers turning up in front of the make shift govt. offices for obtaining various certificates.

Lohit Deputy Commissioner Dr BM Mishra directed all officers and branches of the government departments to attend to and render services to the people promptly.

Interacting with PRI members, GBs and the villagers, he assured that the administration will always be willing to serve the people and help them in all possible ways.

The DC in addition to attending his office also inspected all the sections of the govt. departments set up in Tilangkyong to reach out to these villages.

Dr Mishra also heard the various grievances of the public including the demand to establish a health sub centre.

The DC said that the district police authority is committed to firmly dealing with the problem of insurgency in the area.

Superintended of Police Ved Praksah also assured that the army, paramilitary forces and the police will work in tandem to clean the area of disturbing unlawful elements.

The Mission issued 110 ST certificates, 33 Permanent Residence Certificates and 98 Birth certificates. Applications for renewal of 14 arms licenses, 20 APL and 1 BPL ration cards were also attended to. Two duplicate APL ration cards were issued in addition to 10 APL ration cards being renewed in the zilla prashasanik darbar.

The PRI representatives led by Chow Kyaseng Munglang, Chairperson, Lohit Zilla Parishad and Patam Rangmang, ZPM along with ASMs, GPMs and all the GBs of the area also attended and rendered their services to the general public.

The DC along with his team also visited Mamanso Sisong and his wife to extend financial assistance. Both the wife and husband are blind for the past one decade and live in Thowong with no other member in the family to support them. Their only son passed away few years back. The DC appreciated the GB and other members of the community for taking care of the old couple.

Earlier, the DC Lohit also chaired a co-ordination meeting in connection with construction of 132 KV Pasighat-Roing-Tezu- Namsai via Wakro power transmission line which was attended by PRI members, GBs, Public leaders, Senior Citizens of Wakro Circle and also officers of Power Grid Corporation of India Ltd.

The Deputy Commissioner, emphasized for payment of compensation to the affected land owners at revised market rate for surface damage being caused while constructing the towers at different locations.

T. Bida, AGM, Power Grid Corporation of India Ltd. also spoke and explained about the system of towers being constructed as per latest technology and requested the public to extend their cooperation for timely completion of the tower construction. He also assured to make payment of compensation to the affected people as per rate being fixed by Deputy Commissioner.

Lohit DLRSO assured to make payment of compensation on getting approval of revised rate by the government.

Er Bida, AGM Power Grid Corporation Ltd., Namsai, assured the administration and the people that the Power Grid will take all necessary care for early completion of the project without inviting and dispute with the public.

 

 

Strengthening consumer laws: Need of the hour

Ever since enactment of the Consumer Protection Act 1986, consumer rights, safety and interest have become an integral part of our living, as everyone of us is a consumer, irrespective of age, gender, class or community.

Though consumer protection movement in India has travelled a remarkable distance, there remains a long way to be covered, specially considering rapid pace of development through industrialization, open market economy etc. Consumers are now facing new challenges, be it in adulterated product, transactions through e-commerce, below par service standards in transportation, medical, banking, insurance or any other such product or service. Indian e-consumers is growing at 38% per year and likely to touch $ 100 mn in the next five year.

While modern Indian consumers are getting habituated to purchase items from the comfort of their homes, complaints of defective goods, untimely delivery, settlements dues etc. are also being reported frequently.

Recent tussle between e-shopping retailers and actual manufacturers, responsibility of post transaction service etc. have necessitated to inclusion of new clause both in company laws as also in consumer laws to secure interests of manufacturers, e-traders and consumers.

Considering necessities of time, every law is required to be updated. The Consumer Protection Law also has no exception, especially after 26 years of its enactment.  

In a bid to update and strengthen the existing consumer law, a number of proposal have been moved which are under active consideration of the Government. Salient features of the proposal includes:

• Setting up of a regulatory body viz. National Consumer Protection Authority (NCPA) to protect Indian Consumers from unfair trade practices in both goods and services. The Authority will have executive as also investigative functions with independent powers to frame and enforce policies for protection consumers’ rights and addressing their grievances. The authority will have the power to take suo moto action besides formulating clear rules for recalling of defective products or refund of costs etc.

• Provision for “Class Action Suits” will be made available as legal tool to consumers so that individual complaints on a faulty products or services could be treated as an interest of group of people in similar circumstances. At present, there is no legal provision in India for mandatory mass recall of defective products. The provision will bring India at par with other developed countries like USA, European Union etc. The Prime Minister’s clarion call for “no defect, no effect” will be furthered if this provision is included. The NPPA (National Pharmaceutical Pricing Authority) has already taken initiative to set up a Helpline to provide remedy to patients who suffer reaction, caused due to administration of medicine & drugs, besides taking control on pricing of life saving drugs.

• Inclusion of product liability clause that will entitle any consumer to seek damages irrespective of a civil contract, if a product causes damages that are physical, mental, even emotional inconvenient in nature. This will cover any dealing with product or services, including misleading advertisement also, as this advertisement creates confusion in the minds of consumers especially to lure the children. A stringent law needs to go hand in hand with other laws to book defaulting firms in awarding justice to a consumer.

The proposed new consumer law seems to be innovative and a timely legislation to boost the ongoing consumer movement in the country as such changes in the existing law is the need of the hour especially after 25 years of its existence. Consumers in general also have to assert their rights while celebrating World Consumer Rights day.
